What a recruiter does

A recruiter fills open roles with the right people, on time and fairly. The work starts with the hiring manager: what the role really needs and what the market can offer. Then come the job ad, the search for candidates who apply and those who are not looking, the first interviews, the shortlist, and the offer. Through all of it the recruiter keeps candidates informed and their data safe.

Recruiters work in two places. In-house recruiters, often called talent acquisition, hire for one employer and know its teams well. Agency recruiters hire for many client companies and are often paid partly by results. The ladder runs from recruiting coordinator or sourcer to head of talent acquisition; see the career paths.

The skills the ads ask for

Equal treatment: in Germany, the AGG, the German General Equal Treatment Act, forbids discrimination in hiring on grounds such as gender, age, origin, religion, disability and sexual identity. That is why job ads in Germany add (m/w/d) to the title, to address all genders.

Works council: where a company has a Betriebsrat, the German works council, it has a say in hiring guidelines, and in companies of more than twenty staff it must be asked before each hire under the German BetrVG.

Data: candidate data in Germany falls under the GDPR, the EU data protection law, and the German BDSG, so recruiters in Germany delete it some months after a rejection unless the candidate agreed to stay in a talent pool.

Equal opportunity: in the US, Title VII of the Civil Rights Act and other federal laws forbid discrimination in hiring, enforced by the EEOC, the US Equal Employment Opportunity Commission. Several US states and cities add their own rules, such as ranges in job ads or limits on questions about criminal records, and New York City's Local Law 144 in the US asks for a bias audit of automated hiring tools.

Agency and in-house: in the US many recruiters work for agencies, often on commission, while in-house recruiters are usually salaried and permanent staff of the employer.

Data protection: in India, the Digital Personal Data Protection Act of 2023, the DPDP Act, sets the rules for personal data, with its detailed rules coming into force in stages, so recruiters in India need a clear purpose and consent for the candidate data they keep.

Where the work is: many recruiters in India hire for IT services and global capability centres, often in high volume, and some recruit for employers abroad across time zones.

Your CV for a recruiter job

A recruiter CV is read by people who read CVs all day. They look for the kind of roles you filled, the volume, the speed and the quality, and they notice at once a CV that does not follow its own advice. Make yours clear, short and full of results.

Use the keywords the ads use

  • Name the work as ads do: "full-cycle recruiting", "active sourcing", "stakeholder management", "employer branding", "applicant tracking system". The skills table above shows which keywords the ads use most.
  • Say which roles you hire for, such as engineers, sales or volume roles, and in which countries, because hiring managers look for their own market.
  • Name the tools you used daily, and write a course or exam not yet finished as "in progress", such as "CIPD Level 5, in progress".
  • Never name candidates or clients; describe the role, the level and the result.

Prove each skill

A recruiting line proves itself with a scope and a result: roles filled, how fast, how many offers accepted, how many hires stayed.

SkillWeak lineStrong line, with proof
Full-cycle recruitingResponsible for end-to-end recruiting.Filled 38 engineering roles in a year, from intake to signed contract; average time to hire 41 days.
Active sourcingAsked in 9% of recruiter ads (as of 5 Nov 2026).Use LinkedIn and other networks for sourcing and for the employer's voice as a place to work.Active sourcing on LinkedIn.Sourced 60 percent of hires directly; agency spend fell by about half against the previous year.
OffersAsked in 0% of recruiter ads (as of 5 Nov 2026).Close offers that both sides accept: pay, start date and terms, without promising what you cannot give.Negotiated offers.Raised offer acceptance from 70 to 88 percent by agreeing pay and start dates before the written offer.
Candidate dataAsked in 6% of recruiter ads (as of 5 Nov 2026).Collect, keep and delete candidate data lawfully under the GDPR, the EU data protection law, and its national cousins.GDPR knowledge.Set up consent and deletion rules in the applicant tracking system; the data protection audit found no gaps.
Hiring dataRead the funnel: where candidates drop out, which sources bring hires, how long each stage takes.Created reports.Built a monthly funnel report by source and stage; moved budget to the two sources that gave most hires.

Never claim a hire that the hiring manager made without you. Say what you did: "I sourced", "I ran the process", "I closed the offer".

How we read our data

  • The jobs: the recruiter jobs in our job search (recruiter, talent acquisition and the German titles), matched by their titles the way the search matches them. Our list is not the whole market, so we give shares and rankings, never counts.
  • The skills: each day we read a sample of these ads and count the skills in them with a fixed word list. We keep only the counts, never the text of an ad.
  • Pay: from published salary research, each source named with its date, as a range from entry level to senior. Our ads are not used for it.
  • Dates: each figure is worked out again every day and shows the day it was worked out.

Frequently asked questions

What does a recruiter do?
Works with hiring managers to define a role, finds and assesses candidates, keeps them informed, and closes the offer, within the hiring and data rules of the country.
What is the difference between a recruiter and talent acquisition?
Often only the title. Talent acquisition usually means in-house hiring with a longer view: employer brand, talent pools and the hiring plan.
Which tools do recruiter ads ask for?
An applicant tracking system such as SAP SuccessFactors, Workday, Greenhouse or Personio, LinkedIn Recruiter for sourcing, and Microsoft 365 or Excel.
Do I need a qualification to become a recruiter?
Not by law. Some recruiters take an HR or recruiting qualification, such as the CIPD in the UK or a German IHK course; many start from sales or HR with none.
What should a recruiter CV show first?
The roles you hire for, your volume and speed, offer acceptance and how long your hires stayed, each with a figure.
