What an HR business partner does

An HR business partner, or HRBP, is the HR person a business unit's leadership team turns to. The work is advice and action on its people: how many and which people it needs, how teams are organised, how performance and talent are reviewed, how pay is set, how a restructuring is run and how a difficult case is settled. The HRBP brings in specialists for recruiting, pay, training or legal questions, and keeps the managers' decisions fair and within the rules.

The job sits between two others. The HR manager usually runs an HR team and its processes for a site or company; the business partner advises one part of the business and has fewer people to lead. The recruiter fills the jobs the plans call for, and the payroll specialist pays the people. In German ads the same work often appears as Personalreferent, a title our job groups count for the HR manager page. The steps from associate HR business partner to CHRO are in the career paths of this role.

Employment rules differ by place, and so does the job: works councils with a say in many decisions in Germany, at-will employment in most US states, the ACAS code for disciplinary cases in the UK, the Code of Obligations in Switzerland and the labour codes in India. In the EU, the Pay Transparency Directive, which EU countries must bring into national law, gives staff more right to know how pay is set. Each country section below says more. This page describes the job and is not legal advice.

The skills the ads ask for

We read a sample of the ads every day and count the skills they name. On a computer, hover a skill in the text to see its share; on a phone, the table has the same figures.

Certificates are named side by side and are one sign of knowledge among others: CIPD qualifications in the UK, the SHRM certificates in the US, and the IHK exam as Personalfachkaufmann in Germany. Where the jobs are, country by country

Each country below has its own figures: which cities have the most jobs in our list, whether the number is going up or down, how often ads offer remote or hybrid work, the titles used in the country, and pay ranges from published research, in the local currency.

  • Mid-level: €59,300 to €75,557 a year
  • Senior: €75,557 to €106,068 a year

Total pay: Payscale's German HR business partners report bonuses of about €1,000 to €10,000 a year, from few salaries.

Titles and works councils: German ads say HR Business Partner, and many say Personalreferent for an HR generalist doing much of the same work; ads titled Personalreferent are counted on the HR manager page. Where a German firm has a works council (Betriebsrat), the German BetrVG gives it a say in many personnel matters, so much of the HR business partner's work there is agreed with it.

Language: most German ads ask for GermanAsked for in most German ads, where managers, staff and works councils speak German., and international firms for EnglishThe language of many international HR teams, group policies and HR systems. too, because staff and works councils work in German.

How the work is offered: US ads mostly offer full-time employment. Most US states follow at-will employment, so the US HR business partner's attention goes to fair, documented processes and to discrimination rules that the EEOC, the US federal agency, enforces.

Rules and roles: India's four labour codes bring many older labour laws in India together, and Indian business partners in global firms often support teams in several countries at once.

A business plan, step by step

  1. Understand the plan: what the business unit wants to achieve next year and what stands in the way.
  2. Translate it into people: the roles, skills and headcount it needs, and the gaps.
  3. Decide the moves: hire, train, move or restructure, with the cost and the risks of each.
  4. Agree it: with the leaders, with finance and, where one exists, with the works council.
  5. Carry it out and measure: hiring with recruiting, changes with managers, and a few figures each quarter to see whether it works.

Around this yearly rhythm come the daily cases: a conflict in a team, a resignation that hurts, a manager who needs coaching, a complaint that needs an investigation. A good HR business partner is trusted by both the leaders and the staff because the advice is the same to both.

Your CV for an HR business partner job

An HR business partner's CV is read twice: by hiring software that matches the ad's words, and by a head of HR who wants to know which business you supported, how large it was and what changed because of your advice. Give both: the keywords and the evidence.

Use the keywords the ads use

  • Name the work as the ad does: "business partnering", "workforce planning", "organisation design", "employee relations", "change management", "talent review" and the HR system you used. The skills table above shows which keywords the ads use most.
  • Say what you supported: the business unit, its size, the countries and the leaders you advised.
  • Write a certificate or course you are still taking as "in progress" with the exam month, so nobody reads it as finished.
  • Keep a line on where you came from, such as recruiting, payroll, a generalist role or a business job, because it explains your strengths.

Prove each skill

An HR business partner line proves itself with a decision and its effect: a restructuring done fairly and on time, leavers down in a team, a talent review that filled key roles from inside.

How we read our data

  • The jobs: the HR business partner jobs in our job search (HR business partners, HRBPs and people partners, in English and German ads), matched by their titles the way the search matches them; ads titled Personalreferent or HR manager are counted on the HR manager page. Our list is not the whole market, so we give shares and rankings, never counts.
  • The skills: every day we read a sample of these ads and count the skills in them with a fixed word list. Only the counts are kept, never the text of an ad.
  • Pay: from published salary research, each source named with its date, as a range from entry level to senior. Our ads are not used for it.
  • Dates: every figure is worked out again each day and shows the day it was worked out.

Frequently asked questions

What does an HR business partner do?
Advises the leaders of one part of a company on their people: planning, structure, performance, pay, change and difficult cases.
Is an HR business partner the same as an HR manager?
Not quite. The HR manager usually runs an HR team and its processes; the business partner advises a business unit and leads fewer people, though titles overlap.
Is a Personalreferent an HR business partner?
Often in part. The German title covers HR generalists and business partners alike; read the tasks in the ad.
Do I need a degree in HR?
Not always. Many come from business, law or psychology; ads ask for experience with real people cases.
What should an HR business partner's CV show first?
The business you supported, the leaders you advised and what changed because of your advice.
